That indeed is how it is suppose to work. In the PlanetImprovements.xml file it is set to a limit of 1 per planet. Ahhh, I see. Then I revise my bug report to a request. Please display the limit on improvements on the colony build screen. I get enough XML at work and I don't want to mix it into my play time.
I do not like the fact that the Soil Enhancement tech only unlocks a new tile on SOME planets. It should really unlock a tile on EVERY planet. I'm not sure if this is by design, or if it is a bug.
There was an announcement that the Galactic Council would meet next turn, but it never happened.
When you navigate from one AI race to the next on the Foreign Stats window, the values shown are not refreshed. For example, go to any alien race (once you have reached at least a low level of espionage knowledge) and look at Now Researching. If you navigate to another AI race, the value doesn't refresh to show what the current AI is researching, it just stays on the value of whatever the first AI race was researching.
After I construct one Harmony Generator on a planet, I cannot build anymore. If this is how it is supposed to work, then there should be some indication of this shown.
The AI races all seem to be set to rank of "2nd Overall" on the Foreign Policy window.
I have a saved game that I had played pretty far. When I attempt to load the game, I get a CTD a few seconds after the "Loading Game" progress window comes up. Very strange, since I have saved and reloaded this game many times previously with no issues. I am at a loss to explain why this just started happening.
I'm not so sure about researching the weapon before the counter defence. What I am proposing is that you have to research Beam Weapon Theory before you can research Shield Theory. Similarly, you should have to research Missile Weapon Theory before you can research Missile Defense Theory, and the same for projectile weapons / ship armor. I'm N
If you click on an item in your build queue, nothing happens. You have to find the graphic and click on it in order to access it (to delete from the queue or change queue order). This can be painful to deal with on a large planet.
I had the following problem when upgrading a ship design that I had created from scratch: Upgrading tiny ship that I was using as a scout. I had researched some new improvements that were smaller than what was on the existing design. I clicked on one of the components and clicked the Remove button. In order to build Starship Defenses, you should first have to research Starship Weapons. Also, in order to start a "defense theory" track, you should have to complete the "weapon theory" track first. For example, how can I research "Shield Defense Theory" if I haven't even theorized what a Beam Weapon is? That is like mankind developing Kevlar body armor before gunpower and muskets were discovered. This should be a pretty minor effort to change in the tech tree, but I think it is important.

Hmmm...not really a problem anymore since the PQ 1-4 planets have been removed from the latest build. No they haven't. My current game has all kinds of planets with low PQ (from 0 - 3). Are you playing a game with Habitable Worlds set to "Abundant"? I have it set to Rare in my game, and they are rare. I am playing on the latest build.
There are many text strings in the game that are held over from GalCiv1 (I remember seeing them before). They contain specific references to "humans" or "Earth", but still come up regardless of what race you are playing. examples: (first new colony message): "After being trapped on Earth for thousands of years..." Ship designs that I created in a previous game (under Beta 4 "first version") are now re-appearing in a new game after I create my first new ship design. The old game ships that are appearing have all the whitespace stripped out of their names. When you encounter a new AI race in the game (and you just got the Meet and Greet window where they tell you they have clamed many of these worlds), if you go next to the Foreign Policy window, the race you just met has their information block drawn underneath one of the AI races that was already on that window. The AI logic for choosing planets to colonize needs work. I was playing a game (at Normal level) where all the AI races used their precious game start colony ship to colonize very low Planet Quality worlds. One of them in particular settled on a world with PQ 3 (using their game start colony ship) when there was a PQ 16 planet just 6 tiles away! I wanted to call this one out before the devs pass the "point of no return" for creating graphics and effects... The beam weapon graphics look great. You see the beam his the enemy, and you see their shield (if they have any) light up when hit. However, when my ships that have Miniballs fire, it looks COMPLETELY STUPID! In the tech descriptions, it says that the projectile weapons fire at extremely high velocity, not "in a slow silly arc toward the enemy from 2 sides at once".

When I get the message that a ship has completed construction on a colony, I jump to the colony Starport to launch it (usually). The problem is when I have a garrison ship already parked in orbit, and I can't tell which ship is the new one. The ship icons are EXTREMELY small when playing at 1024x768 (which is the max for me if I am using my laptop) and it is virtually impossible to tell the ship icons apart if they are the same hull size. If you hold the mouse over a planet that is near the right side of the screen, the "tooltips" that show the planet name are not visible (then are "displayed" off-screen).
