Double-clicking installs the skin. But you still have select it. Bring up your Windows Dispaly Properteis dialog. You'll find either an Appearances tab or a Skins tab. Select the skin you want to activate from the drop down list and press apply.

Only one I can think of is Aversoft Sticker (But it's not freeware) http://www.aversoft.com Oh there's also Enotes and Boxnotes, which are both freewared They only display one note window, but they support multiple notes in them by clicking a note number on the window. I don't have the links for them, unfortunately.

Help you in what way? There are thousands of skins on this site. Just look at the library on the left hand side of this page. Alternatively, there are others skins and arts sites out there as well. Look at the lower righthand section of webpage in the Communiity section. You'll find links to other sites there.
If you mean the standard Windows icons that are displayed on the desktop and in the Windows Explorer (My Computer and so on) there are icon packs in the library called IconPackeger file (.iptheme files). The Icon Packager program is used to apply them. For a given program go the appropriate library category and look at the top of the page. They'll be a link to info about the corresponding program for that category.
Winstyles has nothing to do with .msstyle files. None of the programs related to this site have anything to do with.mssytle files. Winstyles files work with .xptheme files (which really is a zipped file that can contain other skin files like a windowblinds skin (.wba file), a Winamp skin (.wma), and so on. Winstyles also works with .skin files which rather than contains other skin file for other apps, just contains a web reference to them can download the skins as needed. <
There's setting to control whether the the entire bar is shown in maximized mode or a trimmed titlebar is shown. Unfortunately, I don't remember what the actual setting is.
A .skin file is a WinStyles file (you need WinStyles for it). Wiinstyles is sort of a central control app for applying skins to other skinnable apps with the push of a button. For instance it can have WindowBlinds apply a WindowBlinds skin and a Winamp Skin to Winamp rather than you having to do it manually for each program.
Press the control key and drag the menu with the mouse at the same time. However, I have no idea how to close a menu that's been torn off.
