I'm not sure what popup ads would accomplish. They issue here is not one of revenue, but of bandwidth. And I don't think the use of popup ads will garner any signficant money that could be used to pay for additional bandwidth.
I think 2 is too limiting. You might as well not do it. I prefer something along the lines of Frogboy's 6 or so categories and no more than that.

Guess I'm the odd man out on this as I prefer having sections. I think it depends on what kind of conversations you want to foster. Sections not only organize topics but encourage conversation on that given topic. What in particular are you having problems with? JSPs are okay though like a bastardized version of ASP. I've only used it conjunction with WebLogic and WebSphere so I don't know how modular it is in other implementaions. Perhaps open source Tomcat has a JSP implemetnation since its basically a servlet engine. JSP is nothing more than an archicture layered on top of servlets anyways. The JSPs compile down to servlets.

The problem is, Win2000 doesn't have a XP style taskbar to skin, so WindowBlinds can't do anything about it. However, you can use objectbar which (besides being used to build custom bars and docks) has the ability to mimic the WinXP taskbar and start menu. Hmmm. You don't want J2EE unless you want to learn JSP (The Java equivalent to ASP). Better off sticking with ASP or PHP.
