I had to do a complete uninstall/install to get the music working. Now I can grip the sliders and move tham. They started at the max right position and showed 100%. But the instant I moved either of them the value for the one being moved jumped to 10,000 and moved from there. The volume seems to be about what the pointers show, but the value is about 100 times what it should be.

True. Perhaps if windowed mode had a boudary that was, say, 5 pels wide, putting the cursor on that boundary could trigger scrolling.

There have been problems reported with ship design upgrades, obsoleting ship designs, and deleting ship designs. I just checked with Cari and she says she just found and fixed several problems in this area. The problem you describe sounds like it results in an incomplete design description in the ship description files, which is similar to what was happening with obsoleting/updating/deleting ship designs. Cari says the fix could be in one of the next two builds.
There are some "cheats" in the game, but the ones I have used are basically debugging aids.

The victory conditions could be changed by editing the config file in 4C, That has worked on earlier betas.
I always thought that if I was building war ships, I would number them sequentially, not randomly I think they are numbered sequentially, but you won't see it that way because the sequence numbers are for all ships, yours and your opponents. So if you have ships 520 and 528, opponents will have ships 521, 522, 523, 524, 525, 526, and 527.
Using a scroll mouse, zoom-in / zoom-out with the cursor over the minimap will center it nicely. That is exactly the diddling I am talking about. It is getting to be a very annoying task. Well, it looked like it for a while, but I am back to where I can't see that limit line any more.
A very nice feature that I used a lot on GC1 was the next election date on the panel that showed the senate distribution. Is there a date shown in GC2? Did I miss it? If not, I will.
Moving the cursor to the edge of the GC2 window does not cause the main view to scroll. I can't get the mini-map to scroll either.
The more playable this game gets the more important I find the information in the mini-map. One of the problems I have is that if I have the mini-map zoomed in (something I MUST do to see the stars for a gigantic galaxy -- stars don't really show at 100% zoom) when I switch from ship to ship and want to see what is behind the unexplored space around the ship, I have to dlddle with the mini-map to get it centered on the ship. I did not reload GC2.exe from the desk top. I did a "retire", then exited the summary screen which got me to the main screen, then selected "load game". Strangely the "endgamesave" entry showed in the field above the list of saved games, so I clicked the load button, but got the "game not selected" response.
