On 4D I am still noting some inconsistant behavior with the background music when GC2 looses the focus, mainly that the music continues when it should stop.

Still happens on Beta 4D.
Still get move points of x/0 after a reload. ("End of turn" still corrects the max move points of ships, so it is correct after one turn.)
Still not getting the ship destination targets restored on a reload on 4D.
On Beta 4D after reloading a game (complete restart from desktop) neither the date or the social, military, or research projects advance on the first "end of turn". Ships get their move points restored and auto pilot ships move, but I can't see any thing else being done.
The problem I posted as the origin of this trhead still happens on 4D. Only reloading a game gets the background music back on.
The movement of the map when moving ships under manual control is still a problem on 4D. If you grab the main map to shft it so that the ship is more than just a little off center (still in view, but maybe 1/4 to 1/2 of the way towards a boarder), when you hit a direction key to move the ship the view is centered over the ship again. This can be very frustrating at times.

Still happening on Beta 4D. Only some resources show, and only some of the time. At the start of a game they don't show through, but after a year or two some of them will show up from clear across a gigantic galaxy.
Not only is this still happening on beta 4D but if you have "watch opponent ship movement" on and any opponent ships are in your sensor range "end of turn" will finish with an opponent's ship selected.
It looks like you are using the pre-requisite level of DirectX now. Look in the debug.err file in your galciv2 folder. You should see a line near the top that reads "DirectX Version: DirectX 9.0c (4.09.0000.0904)" within the top 5-10 lines.
On Beta 4C and 4D the game does not save or use many changes to the setup windows for a fresh game. The changes should be saved in the prefs.ini but they are not. Since the prefs.ini was moved to the "my games" folder on 4C I suspect there are some matching coding changes that were missed.

I think I have been observing this for some time now, not sure just when I first noticed it, but just hadn't been able to pin down what was causing it. Now I know. My survey ship just explored a worm hole anomaly and must have left a sensor behind. I think this is just a case of the FOW not being restored after the ship makes the jump. Snap shot sent to Scott.
I just restarted a game from Beta 4C on 4D. I am now playing a game started fresh on Beta 4D and I still see a manifest drop in morale when I move the tax rate from 49% to 50%. It goes from 76% approval to 1%, just for that 1% in tax rate. I think this is excessive in the extreme.
I am epending a lot of cash for maintenance very early in the game (fresh game on Beta 4D), except for my home planet. Earth (which should have been "jack's flatt") is costing 1BC, Andoria I is costing 26BC, Andoria III is 25BC, and Heinlen III is 25BC. This is very wierd, because only earth has more than just a star port. and two planets haven't even completed their first building (not counting the initial colony seat building). So where is all of this maintenance expense going?????

My "flag shio" couldn't locate another anomaly to go to so it dropped out of auto-survey mode. but there is an anomaly right close and in range.

Here's a tip: If you have taxes > 50% people will tend to get pretty ticked off. I just restarted a game from Beta 4C on 4D. I find that if my tax rate is at 49% my home planet's approval rate is 36%. If I move my tax rate to 50% my home planet's approval rate drops to 1%. I think this is a bit excessive.
After downloading Beta 4D trying to start GCCONFIG gives message "This application has vailed to start because d3dx9_27.dll was not found. Re-installing the application may fix this problem."
While we're at it, why not unisex races? Or tri-sex races?
I have tried the "f" key. I looked in the journal entries on hot keys but couldn't find anything there. I thought I saw another post somewhere with a more complete list of hot keys but I can't find it. The AI can build fleets, so how is it done?
