Do you mean the arrow that opens the all programs menu, or the arrows on the all programs menu itself (the ones that lead to sub-menus)? The latter can't be changed as far as I know.

All skins will work on Windows 2000, you just won't see the parts of the skin that only work on XP, such as the taskbar, start menu, and shellstyles. You could use ObjectBar to get an XP style taskbar and start menu on Windows 2000. https://www.stardock.com/products/objectbar/downloads.asp

If your user pane image is exactly the width that you set it to in SkinStudio, I may have the solution. Make your user pane image at least 1 pixel narrower than you want it to be. For example, if you set your user pane width to 360, make your image 359. It seems that the user pane needs to be stretching/tiling at least a tiny bit or else your animation won't work.

You just need to download the trial version of WindowBlinds, then copy anim.dll from the WindowBlinds folder and put it in your skin folder. As long as the .dll is in the skin&nbspfolder, DirectSkin (which is built into the ATI CCC) will know what to do with it. https://www.stardock.com/products/windowblinds/

If something is verifiably public domain and free to redistribute, you can use that. Beware though, just because some website has a bunch of clipart on it, it doesn't always mean that they actually have the right to distribute it.

You really need to create your own toolbar icons from scratch. The only time you're going to be able to get away with recoloring them, is if you recolor the default XP ones. Modifying someone elses work and submitting it is no different than just submitting their work unmodified. Of course, this only matters if you upload it somewhere. For personal use only on your own computer, you can do whatever you want.

Make sure you are including anim.dll in your skin folder. You also need to create a DLL button on your titlebar, with no image, and point the plugin attribute to that anim.dll. Here is the code you need, copied from one of my skins, if that makes it easier. You'll have to change the button number to match whatever number it will be in your skin, and you'll have to edit the path (where it says Beacon)&nbspto match&nbspthe name of your skin folder.
