That's correct, Sleeping Dragon. If you're sure only one person has rated your skin, and you have auto-approval, their rating would be your overall rating. But you have to be sure only one person has rated it.
I'm as annoyed as anyone. Slapping a "nice" or "super" on everything isn't terribly useful, or truthful in some cases. As for ratings, Apoc, how can you know what ratings he gives? Maybe you got 5 ratings and only one comment. Maybe he gave you an 8 and someone else gave you a 4. Just theorizing.

You can still save changes without fixing the errors. When you click save, and it asks if you want to validate the skin, just click No.
There's a program called eConsole that will give you transparent console windows like Linux, but I don't know of any program that can do that with all of your Windows programs. The only ones I know of make everything transparent, including the text. http://www.corion.net/econsole/screenshots.html
If you mean do people prefer the standard symbols for those buttons, I don't necessarily prefer them. While I often use the common symbols myself, I do like it when people come up with unique "glyphs" to represent those buttons.
To create the skin graphics, you just need a paint program that you're comfortable with. Most people here are using Photoshop, or Paint Shop Pro, among others. As for putting the skin together, that depends on which program you're making a skin for. To make logons, you'll want to use LogonStudio. I agree that featuring a skin is not likely to increase subscriber downloads. Subscribers tend to be here on a daily basis and they see all the WindowBlinds skins as they are posted. Random downloads don't count in the contest and they are most likely to be boosted by featuring a skin. The same could be said for contestants who appear in the Top Authors list or the Top Downloads list.
