The technical reason is that even when you've "unloaded" WindowBlinds, it may have to hang around to prop things up. As a programmer you may be aware of how these sort of things tend to work - if WindowBlinds intercepts messages from X before handing them on, and then Y intercepts messages from WindowBlinds before handing them on, if WindowBlinds disappears messages won't be able to get from Y to X and everything will blow up. Can you check the Advanced Configuration window? User overrides section - are any of the XP overrides ticked? If so, does it work if you untick them and reapply the skin?

I think this is just a group of coders saying "hey, let's see if we can make a clone!". It's like people learning to draw by drawing trademarked characters from a copyrighted image, only even less illegal because Stardock probably doesn't have a trademark on the GalCiv UI. I'm thinking that you may have a problem with a "shell extension", something that plugs into explorer to add features to it - and sometimes, hidden bugs. First, check for spyware, then try using this tool to try disabling non-microsoft extensions: http://www.snapfiles.com/get/shellexview.html
