True. Civ 4 may not be the first to implement certain features that it is given credit for, but it is fresh in people's minds and it does have some good gameplay features. IIRC even MOO III had something of a 'civpedia' I think it was called galactic encyclopedia but it was the same kind of feature an in-game reference library.

Regarding the sale of IP, yes selling it will 'shrink' your influence circle. The opposite is true, buy enough and your influence area can go up. Second that about the UP, basically you are buying and selling votes. Another tactic I employ as well as demanding all a race's cash for peace, I will also demand as much IP as I can get. I may buy SE V if funds permit, but GC2 is already pre-ordered. My concerns for SE V is the AI. I don't want retarded AI. If it's halfway decent I may give it a shot. I don't expect it to be like GC2 or another MOO, I have SE IV. My only disgust was the AI. I share your sentiment. I would suggest trying 'normal' though as opponents aren't gimped and on an equal footing with the player. practice practice practice.
Idea: Before each scenario of the campaign you can pick something to help you through it.. 1) Extra colonizer at start or 2) extra 5000 bc or 3) flagship sensors are upgraded. Im sure we can all come up with some more. Also you can tie in the bonus to the scenario. Just a thought.
