Well it is all related. Taxation is built on population. PQ and farming both have an effect on max pop. Farming allows a planet to reach the cap as in your pop cannot exceed the mt/wk of food you produce. Example 8 mt/wk of food = max pop of 8 billion. So you want to have more than 8 billion? Will have to add or upgrade farming. Another thing to consider, happiness. 30% or less and your not going to experience growth on your planet.

Yes that is correct. You send a constructor a resource it builds a resource base. You try to build a base somewhere else you'll get asked military, cultural or economy. It is important to build resource bases to give you an advantage, also to deny your enemies use of it. Even if its not in your play book. I also think a UI tweaking is in order too. The initial screen asking you, do you want to upgrade this starbase? Yes or No one. I think it would be easier to decide if you knew the name of it. If you click Yes you get the next screen then you find out the name currently and get to pick what module to build. My point is it makes it easier/faster to decide yes or no.

I second the comment about don't be afraid to borrow. Especially if it makes the gameplay better or improved. I actually stopped myself before making a post about comparisons to Civ 4. I didn't want to hurt anybodys feelings since everyone is working so hard at Stardock. I would tell myself its "Apples & Oranges" but still apples and oranges are fruit. I actually want to thank the disgruntled MOO and MOO3 fans. After finally capitulating this was horrible, even after waiting for a patch, many were sharing the joy they found in Galactic Civilizations. I was warned it wasn't like MOO but sorta similar. I too found joy in GC, it was its own game. So I want to say thanks for leading me to Stardock.
I don't have the exact quote to put here, but this issue was addressed with the devs. I'm sure it was and has been tweaked, it's meant to be expensive but not to the point of wiping entire treasury. Wouldn't be better off to just produce those ships new ? Maybe only upgrade those veteran ships (ships who have levelled up a time or two in combat ) while the others are scrapped..
I cannot comment as to GC1 anymore its been way too long since I played it. Havin' too much fun with the beta. That being said, the number is about right. You don't have a pop of 80 billion all on one planet. Population is limited by food. . I generally not build farms when I want population to stay controllable or research some of the better techs for morale improvements. In the beta, homeworlds were given a cap of 15 billion w/o any additional farming. Seems like, beta-wise

As I've said before I'm confident GC2 will be successful at launch. Although its hard to imagine a game without bugs, I'm willing to bet their won't be more than a few if there is any (5000 bc ) I also expect it to be more successful in a way Civ 4 wasn't... with the graphics. I was lucky my card had TnL but it was sure apparent there were some angry civ folks for the first two weeks who couldn't play due to graphics issues. <img sr

One thing to consider... which directory are you in ? There's 2. The standard game files like C:\Program Files\Stardock\Gal Civ 2\ and one like C:\My Documents\My Games\Galciv 2. All the custom race stuff is in the second one and same with custom planets.

It's like taking over a planet in the late game. I'm not sure if they're going for it or not, but its been suggested that there be a way to build an older/obsolete factory type like basic, regular or enhanced and upgrade on up after that.
wow. In my own heffalump opinion, I wish I hadn't posted earlier. I saw in GC2 the success that Civ 4 experiences, and desire GC 2 to be as successful. I suck so bad Intelligent AI can kick my butt, would I really do MP? No. I also agreed with some of the posts. Well, wish you success Stardock.

I thought the H in IMHO was "honest" . oh well. Not to belabor the point , I like single player games and campaigns a lot. However, I believe it should have it. One theory i have about the galaxy is that some systems actually have a habitable planet but they show 0, because they are 'reserved' for a minor race/event. Isn't it odd that they just 'pop up' like that ? I really think some kind of setting can be made besides (on/off) .. maybe like double/normal/half minor alien races and of course off. If I choose 3 AI enemys to play against and then having 6 or 7 minor races on top of that is just going to make you mad.

Well it works for Civ 4... makes sense too. The AI should play to win. Also regarding starbases and planets in UP resolutions, I suggest "upping" the ante. The worst penalty is 5 bc a turn per starbase in other players sector. Which is really less than a slap on the wrist.
My concern is that as is. The food production allows for really large population on really large pq worlds. That's good. What's bad is that morale/approval buildings do not effectively keep people happy. Even on a PQ 7 world, where you basically have 1 tile for everything... 1 for Colony Center, 1 starport, 1 factory, 1 lab, 1 farm, 1 trade center, 1 entertainment/virtual reality. My idea is that each ship, in addition to the base 1 parsec/turn or whatever it is, can fit one engine any type regardless of size. Any additional engines go against the size and affects what little room is left for more stuff. Should result in a speed increase all around and the real speedsters or hot-rods still need to have space for additional engines/drives.
