Try increasing the size of your page file to at least 2 GB - 3 or 4 would be better. Your vid drivers are older, should not be an issue but you may want to upgrade them. If you can afford it, at least 1GB of Physical RAM would really help your performance - overall, not just the game. The game runs optimally with 2 GB of RAM available, but 512 shouild be okay - you may just need a bigger page file.

It’s not about trust, it’s about needles junk on my system. Better SDC than a rootkit DRM scheme. Besides, SDC does nothing unless you run it. But hey, once the release version update is out, you can get it from SD - you don't need SDC except for the betas.
I have no problems with upgrading ships away form planets. As has been said, they take several weeks to upgrade - and while upgrading they only have 1 hitpoint. It's a financial and strategic risk/reward decision you have to make. Don't take away strategy choices - that is what this game is all about.
@Martimus I agree. Especially with auto setting the spending to 0 - I always forget. @OP - I get a lot of stolen techs - depends on the game and how advanced I am in research too. If I have all the techs, it's hard to steal things that don't exist!

What country are you from? There were serial number issues - check the sticky posts on the top of the Everything forum for more info. Are you inputting the right serial number on a US version? There are two - one on the CD sleeve and one on a separate peice of paper for the Collector's edition. Email stardock support if you continue to have issues.
You can start by updating your Video drivers. Beta4 may be a bit more picky than earlier builds. Looks like you played awhile before crashing - is this contrary to your original post? Is this a debug log from a game you are having issues with? You can quickly check on what's building on all your worlds in the Civilization Manager screen. When I see nothing I double click on the planets name and it will open up the planetary window.
I change my builds to nothing with no issue in the Civilization Manager screen. Right click on the Shipyard you want to change and do it from there. I hardly ever clcik around to planets anymore since I found out you can do it in this screen.

I have squeeked by with upper 50's as a Republic ( during a war when I could not lower production) - would not want it to be that low as a Federation though. Sometimes they just don't appear as frequently as other times. I have had them appear in all patch levels. Some games I see one, some games I see several at different points in the game, some games I have not seen them at all.

If you play in Windowed mode you can alleviate the memory issues somewhat if you have low RAM machines - everytime you minimixe the Window the Physical memory will be released. Windows OS ( 2000 & XP) uses different Memory management models for apps that run in Full screen mode vs apps that run in a Window. To solve page file defrag issues set your page file size manually - make the minimum and maximum size the same. And if possible put in
