No, there is a check box to break one in the Foriegn Relations Screen. Easy to do.
Ships are located in either My Documents\My Games\GalCiv2\Metaverse\ships for metaverse games or \My Documents\My Games\GalCiv2\ships for regular games. Just put the ship files (there are two types for each ship - an .xml file and a shipcfg file) in the folder. You may want to back up the contents first if there are any there.
It will eventually appear there anyway - sometimes the forum softwware needs time to update. What replying does is put in in the Recent posts list to the left and perhaps speeds up it's addition to the correct forum. However it is always visible in the 'Everything" forum.

Update your video drivers - there are some form last month. Try running in windowed mode at a smaller resolution. You may be trying to run at too large a resolution that does not support 32bit. Research the Sensor Path in the Tech tree. You can get a Galactic Wonder called Eyes of the Universe to increase sensor range. Your planets don't have any real range. You cna build starbases with increasingly good sensors as you research them. Cheap large sensor ships are the way to go. Use a cargo hull and place a lot of engines to make them fast, and bunches of sensors. Early on I can make a ship with 5 speed, 6 sensor
You are running a dual cpu machine. It's funny your debug.err log is not pulling all the dxdiag stuff - that tells me something is probably hosed with your directX install. Go to Microsoft's site and re-install it.

Your video drivers are older. There was a version relased last month try updating them for the video errors. As far as the other, I'm not sure what a Pokeman event is....

Without your full systems stats it is very hard to hlep you.
If that is all you are getting then your DirectX is screwy. The debug.err pulls from the directX diag. you can get this maually by typing 'dxdiag' in the Start menu/Run line. Once it comes up click show all information and savethe file to your desktop you can open it up with notepad - post the first 6 or 7 sections here.
Seems you used PayPal - you should have no problem getting your mione back. Contact them immediately - before the person can withdraw the funds. PayPal WILL prosecute them btw.
