If you mean the mining starbase on a military resource, it seems to globally increase hitpoints and attack/defense values. Without mining mods, it will give a 5% increase, which you may not notice; use mining mods to get more. If you mean the military starbase, it will give speed, attack and defense value assists to ships in it's radius of power if you equip it with the proper modules.

I'd like to echo It would be nice to have a few educational type games there - a lot of adults will play them too if they are fun. My wife is a teacher and she plays the word puzzle type games on Yahoo all the time even though they are 'kids' games. Go to the tools menu in SDC. Open the Settings box. Select the Internet settings on the left. You can select from 3 servers in the pull down on the top right. Choose a different one and click OK. SDC should refresh - and your updates should be announced.

The expansion phase in the beta 1.1 patches is much harder now as pop growth is way nerfed down. This seems to have slowed things down - expand too fast and you will find yourself broke and defenseless against the AI's who are now spending time making military stuff. Your way would maybe present too many issues and be difficult to manage/balance on different map sizes. The release 1.1 patch is scheduled out next week.

Try switching Servers in the Internet section of the SDC settings. This worked for me.

For some reason it is trying to switch to 16 bit display - does your monitor support 32 bit display at the resolution you are trying to run it at? Go into the prefs.ini file in the My Games\GalCiv2 folder and set a smaller display resolution to see if that helps. you can also try to start it in Windowed mode - set Full Screen =O in that file.
Good point Hykin. Perhaps in future releases they can eliminate the circle for Mining starbases only. That would probably be less confusing overall.
If I recommend that you do not jump off a bridge because you may get hurt, am I not telling you that you may have some problems if you go ahead and do it anyway? It is not a bug - it is to prevent issues such as you are experiencing. What is so hard about not using the same name if you are currently producing that ship? It is convenient to be able to do that for modding purposes - the game does warn you about problems if you do. <

The AI would never break any treaties then unless re-coded. That would probably open up other issues. Not a bad thought, but probably not so easily balanced.
