Mucho Thanks to Mumblefratz !!!!! This double threaded dreaded post is FINALLY answered. To recap: Ensign is the LOWEST OFFICER rank in the Metaverse, you achieve it by submitting ONE game (win or lose).
On my computer the numbers on the planet invasion advantage spin by so fast there is NO way to try and click on the best ratio...maybe a slower computer would be better ??

I think that gallagher118 is confirming my observation. Only about 25% of the time does the AI build a factory on a research bonus tile.
I have tried huge & tough, but these are long hard games... I keep getting my butt handed back to me.
So the general opinion is that the planet defense buildings are not worth the bother for the player. So what do we do to protect our planets ? The AI tends to place ONE defender on each planet to block transport attacks. I usually do THREE "defender" type ships just to show 'em who's BOSS. What are other planet defense strats ???
I have played 10+ games (large, challenged) and using the espionage strat, my count is that the AI uses the bonus tiles correctly 70% of the time. The other % the AI sometimes has a reason (ex: needed a farm because I was going to invade). So for about 25% of the time the AI build the "wrong" structure on the bounus tile...what is other players experience on this topic ?
I have read some more Metaverse forum posts and it seems that if you "just won my FIRST meta game" that you gain the Lieutenant rank ? So this is the King's question, how do you get the Ensign rank ??? Hey if you do NOT know, then just say that... but all the post info on this thread (and the first one on this topic) have dodged the answer. I just noticed on post#6 on this thread that Marc is an Ensign ... so Marc did you win or lose at Tough level ?

Further searches of the forums reveal only that the Officer rank MAY depend on games WON. It is not clear HOW many games that would be in either case ....
I tried a forum search, but I was not able to confirm what I think... that the medal for Officer Rank depends on HOW MANY games you submit to Metaverse, win or lose. So, if this correct, then HOW many games =ensign, =LT, =Capt, etc, etc ...???
Well, to be fair to the King, that link lead to a list of medals with no explain of what any of them mean. So you can guess I suppose. Is there any where that all the medals are defined ?

I don't do metaverse, but I think I read on these forums that the rank is based on how many games you submit, the more games the higher the rank....
Ensign is the FIRST rank, same as a PRIVATE. It is a navy term like Seaman.
This has happened to me on occasion. I have found another fix. When it has scolled all the way to the edge, Right click the mouse in the main screen area and control returns to normal. Not sure why, but it works for me...
I only build a military starbase on a resource in my own territory to deny it to the AI.
The Yor Fortress As the Terrans I had crushed the evil Yor automations, taken all ther planets and thier homeworld. All they had left was one PQ15 planet I wanted. With 4 transports in tow, my best two fleets attacked !!! Well, the yor world had the Omega and fleet defense systems and destroyed BOTH fleets. Some of my ships even had Nano Rippers !!! Instead of any further assaults I built two fully loaded Influence Starbases right next to the planet. It took a few months but it finally flipp
I cannot argee MooseTek, In several games I have played, the survey flagship found anomolies that boosted HP as well as Experience. Later I upgrade the flagship to a frigate and used it as the fleet "target" for the AI and gained more HP thru multiple battles. A ship like that is a pretty good mid game-ship.
