Starbases were essentially an after thought in the GalCiv 2. They weren't designed well. They didn't get improvement when ships got more powerful. The AIs weren't great at using them. Since this is going to be a new game, I hope things will turn out better. Considering that they are working with new code, its possible that they will work, or not be included at all.

I'm trying to consider how you might keep data files through versions. Ship designs are kept in separate files (in GalCiv 2 that is), so they can be pre-loaded whenever you make new games. Ship templates would have the greatest odds of surviving, as they do not depend on functional part to be loaded (functional parts might be removed or restricted to specific civilizations later as the game develops). I would think that you should abandon games from previous versions of the beta. Much can change between versions. You shouldn't be testing if the saves work between the different versions of alphas and betas, you should be testing if saves work with the same version of the game. Larger maps? Probably. They are going 64 bit for a reason (and not anything less). It was a struggle to find the processing power and memory to make larger maps possible in the Twilight expansion (because it was a 32 bit game). Previously, they were restricted to smaller maps because of memory limitations and the like. I have Windows 7 Ultimate and I can't really say that I would be missing out on much if I were to use Pro instead. Well the random map generator was supposed to generate random yet equal maps. For instance, if you didn't have close access to many planets, you might instead get many nearby galactic resources. Could you add a date when the files were added? Or not sort alphabetically? Or sort by date? Or show an icon that says new in bold red letters? Something to distinguish between old and new files. Right now, it is a little bit difficult to determine which files are new. I'm not sure how well this idea will hold up in regards to recycling or developing new materials for resources. I mean, the civilizations in GalCiv are supposed to have been around for thousands of years. I don't like this idea. A problem I have with this idea is what happens during the colony rush? I mean, if you are surrounded by influence form other civilizations, then you might be trapped. You could not expand without starting a war, or at the very least offending someone. Likewise, war might be come difficult to wage if a civilization is between you and your opponent.
