As far as Base Growth rate per race, I do have two new data points that seem to bolster Soul Sole's concern that it may be random. In b oth of these cases I was playing the Altarians, the same race that gave me 7% last time, but this time I got two different results on two different starts. The PM system does now seem to be working, the crisis seems to be over. What happened anyway, did all the code writing pigeons escape?
Something was really funky earlier and I couldn't post or reply to posts. Same with PM's couldn't compose new PM's or reply to old PM's. Still can't as of a few minutes ago. When replying to a PM the previous text disappeared while entering any new text but when the PM was sent the old text reappeared but no no text was sent. I definitely didn't have any Fertility clinics and I'm definitely sure about my pop growth ability being 70% (plus possibly another 5% to 10% due to found anomalies). The only real unknown in the equation is base growth. Actually since Pop*BG*1.7*8=Growth and since in all three datapoints that I noted (250M, 500M and 1B) my growth pretty much equaled my current pop (i.e. Pop=Growth) that implies that my base growth, BG=1/(1.7*8)=7.3%.
