Nice idea! I think it should be balanced so that especially smaller factions can use this feature to compensate for lack of money, military etc. Larger factions could also use privateers, but for them it would be less valuable. Maybe this could be arranged by limiting the power of privateers or the income they can provide, which seems realistic. It reminds me of Sid Meier's Pirates! (the recent one), a great game!

The best place for them, in my opinion, if you're just upgrading the trade lines, is at the furthest point you can put them in your empire along the path of travel. I've had two Alliances in my current 3.1 tough game. Maybe it was coincidence but I tried to make lots of trade routes, give away stuff from time to time, traded stuff and have an impressive military. However, I wasn't able to get a third faction (Alterians) to 'close'. Even when I gave them a planet and they said relations were improved, nothing changed. I think the military starbase should at least be a 'fortress', capable of defending itself. I now sometimes upgrade starbases to the max because of compulsive upgrade behaviour, but not because it's useful.

If it were possible to have different bonuses based on what the primary race occupying the planet were, and have the ability to mix and match races living together under your control, that would be wild. I used it as a cheat once, when almost all of the Alterian fleets were chasing my freighters. Their largest concentration of planets was also in this area, but I manage to slip a couple of attack and invasion fleets by their forces and invaded a whole bunch of planets, making them surrender at once and evaporating their fleets. For one time it was fun, otherwise it is kind of an annoying bug (the one that bothers me the most actually, when playing a game).
