They did for me. Several days ago in fact. There's nothing to actually download yet though. All using the code does at the moment is links the 'upcoming' bonus content to your impulse account. It will probably be a week before you actually can access anything new.

Race creation is separate to faction creation. You'll note during faction creation you have the option to pick your race, those are also supposed to be able to be created (And have their own strengths and weaknesses I believe).
The best method of doing this is send your solders straight into the heart of an enemy city. Then build modern replacements. :-P
Given the weather conditions at sea lately I would be surprised if there are significant delays. We'll just have to keep waiting patiently for the boats to get here, then there's customs, you local postal service sorting etc.

The 3D art certainly could benefit from adding some of the colour from the 2D art. The current colour pallet is rather bland. The lush grassland around town don't differ from the starting wasteland too drastically. Of course using bright colours well is hard...

There are a lot of missing feature from GC2. Adjustable map features selection, projected movement path and arrival estimate display, sortable city production (I haven't found them anyway), unit search, race creation (though that should be coming back), custom game features (Setting personalties of individual AI teams for example), alignment events, mega events, space stations...
It would be interesting if it did both things. In addition to having all the randomly spawned readily accessible resources, also spawn a small number of randomly placed concealed resources revealed by the techs. But also have those techs spawn a fixed number of resources within existing city limits. Why? To add variety, depth and strategy to the game. Having additional resources revealed outside the city limits will create new points on the map of strategic value. Once you get

I'd say wait for a few patches, but be sure to pick it up before the 1.3 patch (Estimated for November I believe) so you can get the first expansion for free. :-P Unless you actually want to contribute feedback based on your experience with the game to help determine how the game turns out at that point. In which case wait about week or two for them to get the technical problems solved and then get it.
I've seen BoogieBac take responsibility. It's besides the point though. A man does have to take responsibility for those working under him. If the end product isn't up to scratch it is ultimately he's fault for not noticing, not directing those under him to fix the problem and of course releasing the product before it's fixed.
