Do you have a logitech webcam, by any chance? In that case, there's something that causes problems with the supcom engine. I'll look it up if you do.

Yeah, the AIs occasionally leave their brains off to save power. I think that when they stand there for a while, they're shopping indecisively. Either that or are just feeling apathetic.

Ice is very different from fire. The AoE in ice is much larger, and the nova's a stun. The ice stuns like mad, while fire does a ton of damage, especially in the middle of an area.

Dammit, you're right. However, timing everything into a window of opportunity shorter than the actual attack animations is very hard and considering it's a pair of skills, then it would be fair to be mediocre most of the time and awesome very rarely. Still, I think your solution is better.
