The hero/army problem is something that can definitely be worked out in Beta 5. It's all about finding the balance between leveling, troop-dependent research, gear, and maintenance costs. I see several problems with trained units as of right now. They all boil down to one simple idea: The game has huge incentives in place for basing your military power on heroes/sovereigns over trained units with no counter-balancing features in favor of trained units .

So maybe it's common knowledge, but I just noticed that resources that are claimed via an outpost's area of influence do NOT get assigned to the city that the outpost is attached to. Resources get assigned to the city nearest the resource. So my outpost and resource that are right next to each other are actually assigned to different cities, despite the fact that the outpost is required for me to claim the resource. Would it make more sense for the resources

Add a UI screen to the Govern section that lists your outposts, their attached city, their existing upgrades, the resources under their influence, and has a mechanic to allow you to build other upgrade, all without leaving the screen.
