Maybe there could be some sort of "escort" involved, if a military unit from another race wishes to pass through your space he can request it. If you answer "yes" the unit can pass through as usuall but his weapons would be "disabled" reflecting the escort guarding its journey, so he wont be able to attack anything or anyone as long as he is in your space. The borders could maybe count more for the Majors, so that the space belonging to you could actually have a Minor race inside your borders. I

Will there be borders between the diffrent races? This would be something I would find very useful, whats more irritating than having the other races ships running around just outside you solar-system? Just as it is on earth today, it shouldnt be possible for another race to enter my territory without my permission, that could be called an act of war, at least if it was a battleship. You should also be able to grant Rights of Passage to other races if you wish.

Maybe it would be possible to change the text of the same event, so that each event has maybe 4-5 diffrent types of text, this would make the same event still seem different.. instead of just sea monsters it could be "squid" "jelly" or something similar.

If aliens are on the starbases and "soaking up cultural items", then maybe it should be two ways, as it is your starbase it should give you a higher influence, but it should also give other civ an influence on you as the people on the SB recive influence from aliens..
