In short the AI performs more complicated tasks at higher difficulty settings. Yea, sorry about all of that. Proper documentation is something that Stardock has said is a goal of theirs for this game. Most of the people in the GC3 beta are old-school GC2/1 pros, thus most of us "know" how to play intuitively already, and there hasn't been a big community push for better documentation.
