What concerns me right now is the system doesn't scale well. It would appear that you can hit the highest tiers pretty easily. And that's only going to get worse when we have larger and larger galaxies and more planets pumping out ideology points Civ5 had a mechanic by which larger empires were penalized for the next culture "tier" for each new city. Though I'm not sure if that mechanic makes sense here.

That sounds like an overscan problem. Usually that's when the refresh rate is nto set properly to 60Hz
Steam in general really doesn't like being on any 3G/4G type of infrastructure. In fact many mobile providers outright block Steam anyway.

Are you forcing the Nvidia card via the Nvidia Control Panel?
I wonder if there's something unique that needs to be done to get laptop GPUs working. I've found that AMD laptops GPUs are a tad' fussy' in terms of how they work sometimes. Can you try the following and see if this helps? Its a copy/paste from Payday2 but might be something that helps for GalCiv3. If not its something much lower level.
