I've had that too. I'm not sure if it's because I was taking over planets that caused that issue

Video drivers look a tad old so update those also you're on vista which isn't 'technically' supported. are you 100% fully patched on Vista SP2?

the game does not run without steam. Even if you copy it over you still 1) have to run steam online so it can validate the game 2) run the Stardock activation routine online you still have to bootstrap the game by being online on the desired computer
Are you sure you're forcing the AMD card via the CCC? Have you rebooted your computer? Have you tried other drivers version? The last stable CCC is 13.14 I believe.

Oh THAT'S why The game is 64-bit ONLY Steam has a depot filtering mechanism. The depot for the game is 64-bit only. Because Steam detected your 32-bit OS, it only showed the 'redist' depot. Similar to how you can filter "Mac depots" or "Linux depots" as well depending on how the developer defines the depots. Moving the game back to your other computer will not do anything. So it's likely a driver problem especially since most people never bother to update their Intel GPU drivers.
