I figured out as much in a test I just did: by pushing my tax rate up to 100%, about half my planets did revolt and form a new civilization (which then did nothing). I don't see any way that this could unless you were deliberately trying to achieve it. What were your settings on DL when you saw it? I haven't ever had a revolution (or more accurately had AIs have one) in many, many games.

Hmm. I've heard of a mega event like that (plus the normal Fundamentalists event, which only hits the evil players), but what I'm thinking of is a non-random rebellion based off of low approval, as the descriptions for advanced governments and the manual hint is possible. The main reason this has come up is that in my current game, the Krynn have the angriest planets I've ever seen in 40-something games. Except where they've built morale structures, every world is at 35% approval, or

The delay is definitely waived between allies, but as far as I know not through any other means, no matter how high your diplomacy and influence. A war does end treaties and trade routes, but I have always had a great deal of difficulty getting AIs with one to go to war, except in an indirect manner by bribing one to attack the other's ally (or the Altarians if they're good). It seems that the bonus for shared treaties will almost always make AIs "friendly" towards each other,

I've read in a few places that it's possible, especially under advanced governments, for planets with extremely low approval to rebel and form a new civilization. I've never seen it happen, and while I've found references to it in the english.str file, I wonder if these might just be other "GalCiv 1 legacies" like some of the random events that are no longer in the game but are in the file. I think the basic concept behind the "population is just citizens" thing is to explain why populations grow at such an unrealistically fast rate - it's not just new people being born, but non-citizens becoming citizens. There's no magic formula: On the diplomacy screen, there is an "attack" option for both you and the AI (not to be confused with the "declare war" option in DA onwards). Clicking on it for the AI will bring up all the races they'd be willing to go to war with, and you can select one or more to bribe them to attack. I edited the raceconfig.xml files so that the minors no longer used AI Personality 5, which is responsible for their non-colonizing and general stupidity. I set them to AI personality 11, but I suspect any of the other personalities used by major races (7, 8 and 10) would also work. I have now achieved consistent and repeatable success with a mod (DA) designed to get the minor races to colonize and behave more like major races, just without most of the advantages. While still very much minor races, several of them have now managed to colonize several planets and become at least a (ahem) minor challenge to defeat - which is more than they were before. In the raceconfig files, civ type 4 is a major race and 3 is a minor. Civ type 5 appears to only be used by the Dread Lords and pirates. Does this mean that if I gave a civilization civ type 5, they would have the same special diplomatic properties as the Dread Lords do?

Actually, the third source of money is tourism income, which is based off your cultural influence. It's usually not worth a lot, but there is a random event that doubles tourism income. Economy buildings like market centers increase the amount of money you make from taxes; they don't generate it in and of themselves. Oh, and you can also extort it from the AI, but generally they won't give you much unless you're much more powerful (and of course, it hurts relations).<

Yes, only 1 (not counting Mars); it was one of my first games and I didn't realize how fast the AI colonized. I also did have some bad luck with my starting position - the stuff about the Arceans and Torians fencing me in was quite true. There'll be a map with my next post. I made a few other newbie mistakes here that will pop up in the story. As I said, I played this almost a year ago.

True, although there might be some exceptions; for instance, were it not horrifically ugly, I might consider posting the most powerful ship design I ever created (in terms of attack/defense anyway). So there could be some cases where someone might post a functional design. Also, I like to work components into the design of a ship, so that could be another reason.
