Scott, I did some testing and it can be cast on every unit in an army and it does stack for the army. So the bigger the army, the faster it gets.

In one of the loading screens the game states that the cities have a maximum level of 10, but in the game you can not grow a city beyond level 9. It is a three step problem (bug?): your teammate researches a patent; then is bought out by an opposing player; finally you buy that opposing player. You can now re-research all the patents that the opposing player held, except for the patent(s) that were researched by your (now former) teammate.

You are doing nothing wrong. But the xml files are only read during game creation. So if a game is already started, changing the xml files does not do anything for that game. If you start a new game, your change will be active.
