Your description makes it sound like you are not using A* for pathfinding. If you did (or do?), the check could be in the heuristic.
it will not let you play games you buy in a box without being online (even for single player).
Sure it will. I play nearly all my Steam games offline (with the obvious exception of TF2).

The best strategy game of last year in my opinion was Armageddon Empires. It is about conflict though (with extermination of the enemy being the only VC).

If you think game play has gone out the window, you are looking at the wrong games. Armageddon Empires, Dominions3, and Dwarf Fortress are all awesome games where gameplay was put first.

One thing to note, that GameSpy article is about 2 or 3 slides from the beginning of Soren's hour long presentation. It went a little deeper in the actual conference. FWIW, I plan on asking Soren for advice if I get stumped on AI issues in my next game (I feel confident he could set me straight).
CIV4 both have unique A.I in a Turn-based system where Even on Emperor, some A.I's don't cheat and still beat your ass...why?
Why? Because Civ IV AI cheats like wild on Emperor. Look in the XMLs and you will see the huge bonuses they get. On Emperor, they only pay about 85% what you do for stuff, get 2 free defensive units in every city, only pay half support for stuff and can go a lot longer before war weariness sets in. If a respected game like Civ is

I play all the time on a Vista laptop very close to that in specs. You will likely not have a problem. Is this hypothetical or are you having actual problems?

You do realize that Steam is a direct competitor for Stardock's services. I don't really see Ironclad or Stardock giving money to their competitor (but I could be wrong).

Since when are peoples' opinions objective reality? They are obviously subjective. Some people may honestly feel that this is the best game they ever played. I personally reject your version of reality and substitute my own. I personally find it a refreshing change of pace from the current crop of RTSs and 4X games.
Who has 6 hours to play a game? Little kids with no supervision? Retirees? Welfare rec? Nerds that have nothing else to do with their life? I mean, come on.

No bashing from me
Sorry (okay, I'm not), but this reads like bashing to me. It doesn't take much reading comprehension to read the negative tone you have put into your posts and the people you are "not bashing".
Who has 6 hours to play a game? Little kids with no supervision? Retirees? Welfare rec? Nerds that have nothing else to do with their life? I mean, come on.
Insulting people isn't the way to influence people. Some people like long games and make the time to play them (there is a save game option after all). In particular, nearly every fan of turn-based 4X games is willing to do a short game like a 6 hour game. A fan of Stardock's GalCiv II can easily spend 5 times that

Pu me down for wanting an improved and cheating AI (since I contend that even if improved it will not be competitive with a real human in the long run). My work schedule dictates that I play games in fits and spurts which doesn't work well for MP (I would rather play against real humans), so nearly all of my games will be against the AI.

Well, if you have the source code for the project you can see exactly where the crash occurred. Without the source, I hope you are good at reading assembly without a symbol table. http://support.microsoft.com/kb/315263

One thing I see is the AI sending large fleets back and forth between stars (I'm guessing because they failed to assault a world in another system).
