Maybe I should clarify. In the old GalCiv, you had a chance of outright stealing technology from another race. You would get a message saying that you stole blah blah technology. The higher the espionage setting for a particular race, the more chance you had of stealing some. You would also steal technolgy if you conquered a planet. Of course, the other races could do the same to you. Bill ~SDC~
I usually give myself a big luck bonus, too. Having 4 rangers when everyone else is still working on getting battleship tech is nice... Bill ~SDC~
I use my scouts to crisscross from one side of their limit to the other, like slicing a pizza. I find lots of resources that way. Bill ~SDC~
I don't think this is a big deal. if you want to spend time doing that, then go right on ahead. If you don't want to then don't. Just because it's possible doesn't mean you have to do it. Every game ever made had bugs and cheats to exploit. It's up to you whether you want to use them or not. Bill ~SDC~

But here's where it gets muddy. Maybe you build up all these starbases with manufacturing bonuses so that any planets in the sector gets huge bonuses. Will the AI view them as valuable even though there are no planets around to enhance? Will they turn them into death stars and move them to a useful place? Hmmm... Bill ~SDC~

I think it's a superb idea, except that it would immediately invalidate veryone's mods. It would also create headaches for SD, as they would have to maintain two sets of event files. You're right; it's probably too late for version 1.x. But it would be great for GC 2.x! :) Bill ~SDC~

Ugh, and I suppose if you enter a negative number it gives you a negative bonus as well? So I guess it's not as simple as they subtracted the seed value from the effect instead of adding to it? It works as if they took the absoulte seed value (randomized, of course) and subtracted it from the effect? Bill ~SDC~

According to the tutorial, morality weight is inversely related to the number. In other words, the larger the number, the smaller the impact. Unfortunately, I cannot state this with conviction as I see conflicting evidence in the event files. Some events that should (IMHO anyways) have a large impact have large numbers, supporting Verenti's assumption, yet other events that should have a major impact have low numbers. So go figure. The official word is, however, what I stated above.
HawaiiFive-O: I don't understand how you can knock all that code out so quickly. I'm not even done with my first rev of my Random Event Editor! Sheesh! I already ran across a case where one of the of the events in the main event file had a morality weight > 5.
