I have the same thing when I've overdevelopped my research capabilities. If I put spending to 100%, all to research, I can have huge deficits. It's all a matter of money versus production capacity. You can have 100% spending and 100% military or social and still have some money left every turn. it means that you earn monthly more than what your overall production capacity can spend. Hello Glenn which version are you playing? If it is 1.13, does the lockup occur when voting the tech sharing resolution? I think it's a bit harsh to say it's "stupid". It's actually quite justifiable. A given good civ does not have the "ability" or "capability" to develop/research an evil tech (let's imagine because developping it would require some "inhumane" proceedings, that are illegal in that good society). So that civ cannot develop it. But what prevents it from acquiring it from some other civ that has developped it? This afternoon however temperatures have dropped severely, but it's still fine (between 0 and -5° C ). It's just this damned wind that make things feel worse than they are ...
