AI has infinite sight. It knows where everything is.
There is only one module that helps with Repair... it's Military/Repair (+1% Repair Rate). The main trick is don't let star bases get attacked. If you want to keep a star base, defend it with some decent ships. After that, get all the +Repair techs as mentioned previously in other posts.

You can still trade with minors if you leave the UP.

Too many random events. I was playing a tiny game, and every other turn I was averaging a random event! Second, the same events were repeated too often! I just had *4* "All unsettled planets around Planet X have gone up 13 PQ". And it was the same PLANET all 4 times. That totally destroyed any semblence of balance. Prior, the Dregnin homeworld and the Torian homeworld had both experienced 3 random PQ ugrades. There were also 3 invasions of space sharks. The first start

CariElf, I don't have a save that will reproduce that as it requires the Drengin to surrender. On reload, the Drengin do not decide to surrender. I caught another bug... Capturing I-League worlds does not grant new tech. This is irritating. Also... the I-League built a Political Capital, and they destroyed it, along with their Hyper Manu, just before I took over the world. Remember the alien Starbase name... contact aliens, and select that starbase from their ship list. If you don't offer anything in trade, you are demanding the starbase.
Martin the Dane, in MoO2, Star Bases *increased* your command points. And so did *mobile* star bases, Doom Stars. Ships did cost 1 command point per ship size (below Doom Star). Great idea. But it made the bigger the hull better/more cost effective... A Medium (size 3) ship was more cost effective at 3 command points then 3 Tiny (size 1) ships... 3 Tiny ships could never take out a Medium ship when tech level was similar. It doesn't track the stats over the current instance you are playing. (If you load the game up after school and resume playing, the stats only count from when you loaded.)

I haven't been able to submit any pure random games under M.003. I don't know what step I missed, but there is something that I need to do special to get a straight random game to submit. Bleah. I find that very aggravating. But a beta is a beta. ;) AP is going to rock GC fans.
If I decide to do a wall, I use colony ships. I already build them to keep my worlds morale up when they become to crowded. Plenty of those, and they are maintence 0.
I'm a builder. I like the fact that building is a decent option in GalCiv. Do you have to "land" grab? Yes. You need to come out near or better off then the AI on planets. Otherwise, you'll fall behind on tech. And that can be bad. How to mitigate "bad"... make sure that your Military Rating is always #1 or *near* the #1. Click on the star you want to add a world. Maximize your display. On the right hand side at the bottom, enter in the PQ size of the planet you want to add. Click the "Add Planet" button. The planet will be added to the star. Currently, the Map Editor does not display the planet icon until you click on it in the list box under the "Add Planet" button (at least for me).
Minor Bug: Governor "Generic" changes to "[Your Empire]" name when first invasion happens. Also, I use "Star League" and the former "Generic" name text will then display "Star\n League". I don't think the \n (newline) should be displayed.
CTD on end game! Allied with Torians. I am at war with Drengin (3 planets), the Torians are not (due to the fact that no Drengin ship has managed to leave long enough to attack me?). Drengin decide to beg for peace, I decline. They then surrender to Torians, to spite me (says so in message). Allied Victory condition is on. I finish my turn, looking forward to seeing the rare Allied Victory. Game CTDs instead at end turn resolution. Whoopsie!
Hey, you capture the world with the Galactic Stock Exchange, then you should get the bonus from it! That's how racial uniques work. You already have a manufacturing capital, but when you capture that Drengin world with a manufacturing capital, then you have 2. And I think that if you capture the world that built that trade good, you should control the TG as well. That would make the worlds that build them more important. After all, if that world is the one that "discovered/first pr
