Not that I have an opinion on these particular tactics, but generally speaking, I'm not sure you should dismiss cheese tactics "preventable". If the diplomacy system has obvious flaws like these (assuming they exist up the AI line), it undermines the use of the entire system. In effect, if you use diplomacy at all, you're running the risk that you're getting a cheesy victory, not a well-earned one. Not just the planet's production--that'd make sense. Rather, it's the money that you would spend on the planet's production that goes in the bitbucket. In essence, the planet stays on 100% retainer just as if it were producing something, and that's pretty nasty. ~SDC~
While I'm sure the problem with the production bonus is that people aren't realizing it's a capacity bonus, can you really hope to verify something's working by looking at the code? Maybe it's just because I'm in QA, but it seems to be that's the second worst possible way to check, right behind asking your magic 8 ball. You need people trying it out in-game! ~SDC~

Creativity gives you more chance of either A) getting techs you otherwise couldn't get because of alignment, and/or B) Finishing a tech you're working on early. I think it's B, but common wisdom used to be A. Your mileage may vary. Destablization works as just you just said. I believe that low morale planets have a better chance of defecting to your empire, assuming your influence is strong in that sector, so yes, it does that too. Seems like sound logic to me. You start the game with 1 trade route regardless (though you can't trade until you can build a freighter). I'd say that the +1 trade route ability must not be working. Bug it. As for what good it is, well, when you -can- trade, you'll be good for 3. ~SDC~

I think PQ might be a little powerful, but it's mostly because many of the other stat increases don't show until mid-game because of the GalCiv rounding integer math. PQ helps you right away. ~SDC~
