I don't recommend +Morale at the start - it gives too insignificant bonus IMHO. I recommend Soil, Habitat, Entertainment Network, Banking Center, Manufacturing Center, Fusion Power Plant Don't forget Advanced Trade -> Galactic Stock Exchange Wonder. 3 freighters is also good. ~SDC~

I suggest counting building cost too: say, Upkeep+BuidingCost/20 If building can't pay for itself in 20 turns, it's not worth it. Also, you are not counting effect from morale. Neural Net? Info Net? Sugestion: Then planet changes owner (or colonized), store it's starting population (after changing owner/colonization) somethere (say, it will be StartingPlanetaryPopulation). Then someone Invades a planet, remove from a list of possible techs to get all techs with a cost more than (Sum(CurrentPlanetaryPopulation-StartingPlanetaryPopulation)) for all planets in invaded system. ~SDC~
