Quite sure :) I checked right after submitting my game. I'm willing to share the glory if someone else has a convincing claim though ;) That game was crazy. This was with luck +100. As soon as 2191 started, I began getting a whole slew of rangers. I think it was eight. They stopped coming in 2195 or so. I also got the Dread Lords and more morality events than usual. My next game will be with a very large Creativity score.

As I understand it, it's not exploitation of minor races per se. Cari has said on the forum that exceeding a certain amount of money in your treasury before a certain date is a common cause of anomalous scores. What exactly that money quantity and date are have not been announced.

Select it and press "A". It will only auto-survey if there are anomalies on the map that haven't been found. If there aren't any, it will just sit there until anomalies are found (either by ships uncovering the fog of war, or through new anomalies appearing).

Don't let the taxes dip TOO low though--at some point the benefits of additional population growth aren't worth it. I think 35-40% is a good long-term level.
