I had that happen on the old version of the game myself. I knew about the sector ratings not getting fully calculated on a reload, but I also had times when reloading would get wars declared on me (guaranteed, tried a few reloads in a row and it was always the same). However, I haven't seen any "instant wonders" appearing on alien planets.
The closest I can get to being flippant is playing two-up on Anzac Day LOL

I'd have to think more about what mechanisms could be used to limit starbase numbers... but I do think the number of modules should be taken into account somehow. A basic starbase used only to extend a ship's range shouldn't be counted the same as a party palace that's also mining a resource.
