I was thinking about logistics as causing an empire-wide combat penalty ship by ship. I didn't really consider different rules for fleet - i.e. a logistics centre can fully support 8 corvettes at the border, it doesn't matter if they're separate or fleeted. About fleet bonuses - I've got no idea what sort of bonuses would work, just a couple points about grouped ships. lol, this just reminded me of a great psychological study I read about. They got a few people, and asked them to do a test, drink a couple shots of vodka, and do the test again, as well as describe how they felt.
