One way to get around/discourage the tactic of using initial small invasions using high damage (potential) means just to reduce population and then use a main invasion force using standard tactics in order to preserve improvements and PQ is to immediately award soldiering bonuses to individual worlds that successfully resist invasions - so much for EACH invasion repelled. After all, practice makes perfect! You might have it be a decaying bonus after a period of time, but not go away entirely -

That would make programming sense, and in fact be beneficial to the defender since int(sqrt 20 ) + int(sqrt 30) = 9 vs int(sqrt 50) = 7. It could be tested by having a ship with def 1 in each category vs an attacker and check to see if the max defense roll is 3 or 2.

Having never been in the situation, what does happen when you attack someone and the Senate says 'NO!'? Does the attack just not occur? Does it constitute a 'vote of no confidence' and your party lose control of the Senate (if you had it)? Couple of really interesting ideas here - particularly imaginative is the one where you end up as someone else. In general, as long as the AI will respond appropriately to the event (colored by their alignment, of course) it could add a lot of fun. Of course, if it REALLY messes up something you were trying to do you can always save it and reload a savegame - then go back and play out the alternative ending.
