I would like to repeat, and emphasize, a previous request I made to have GC3 report in a window before going down any time it is started on a system that does not meet the minimum operating criteria. A 32bit operating system is certainly one case of many. Knowing why it won't run on one's system is much better than having someone screaming and cussing about how bad your product is.
What have you tried? What is missing where? I can't even tell if the reason I can't get a handle on what your problem is might be one of language barrier because your profile doesn't say where you are from. BTW, the Steam version of GC III is the ONLY version there is.
I think if they were toggled, then some will find the extremes of on/off would be unsatisfying, I think if I had a slider for them I would be able to find a level that looked "right" to me.

Please be very careful about such special affects, or with wishing for them. You may be very sorry if you get what you wish for, "Star Trek" and "Star Trek: Into Darkness" went so far overboard with the idea of light reflections and refractions that they made the movies a pain to watch.
Don't forget that they have lots of debugging code in there that will be removed when the game is released. Also, I have seen the same thing with Civ 5, which, at the moment, uses more system resources than GC3 does, Some of the CPU, GPU, and memory usage you are seeing on the main menu screen is all of the motion in the graphics. It isn't just a picture, It is animated (just watch the clouds for a few seconds).
There was a whole lot of acrimonious discussion about this some time ago, with some having very strong feelings for, and some having very strong feelings against. StarDock didn't say a thing about possibilities, but you can be sure that they paid attention. Truth to say, I'd just as soon not see this debate started up again.

So what happens if the empire you enter into a license agreement declares war on you? As you said, there is no way to force them to forget the licensed tech. It seems you are just plain out of luck here, which is what makes this idea so appealing. (And so true to real life.)
So you are also saying that if you sell me a warship I can't reverse engineer it to get the techs used to build that ship. GC isn't the only game that has had trouble with "tech spread", but I don't think disabling Tech Brokering is a valid way to suppress it. I don't think it should be suppressed at all. It sounds too unreal. Which is probably why they made it a toggled option in the first place.

It is very easy (at a cost) to upgrade ships to newer levels in the field, but why must we wait for a ship to be built before we can upgrade it? Why not allow us to upgrade the ship being constructed, perhaps by adding to the construction time to account for the differing equipment and other parts? (Of course, once a particular hull is laid down, the hull size shouldn't be changed.)

I was getting a lot of CTDs, including this one. Then I went to my Steam library and used the "delete all game content" option and re-installed the game. I have had no problems since. If you try this and it works, please let the Devs know (open a ticket).
Many with the integrated Intel GPU have had troubles with the drivers as old as yours, and when they found out that there really is a newer driver and upgraded to it, they found it fixed their problems. NOTE: The Intel integrated GPU drivers often refuse to let you upgrade to a newer driver, but there is a "user beware" procedure that seems to work given on the Intel web site.
