At work, I hear it pronounced both ways all the time, often followed by "how do you say that?" We in the IT department call it OS ten though.

I have a Hauppauge WinTV-PCI card that's probably about 3 years old. I split my cable with a standard coax splitter and run one cable into my digital cable box, and the other into my tv tuner card. Using the WinTV software that came with the card, I can watch one channel on my TV and another on my PC. However, my card cannot decode the digital portion of the signal. Yes, you can edit the skin. Open it up in skinstudio and you can add the toolwindow graphics yourself. You might want to look at a skin that already has them as a reference though. I'm not sure how many do, but I can tell you Avenger is one.
Everything looks fine to me. For future reference though, the fix thumbnails button doesn't work. You would need to update the skin instead. You don't have to resubmit the skin file though, just the preview image if that's all you want to change. It's great to see you submitting to WinCustomize, by the way. I'm a fan.

I wish I had some sort of system for coming up with names. Sometimes it can be the hardest part of making a skin. Often I try to think up techy, spacey, futuristic sorts of names. Sometimes a name just jumps out at me while I'm working on the skin. If all else fails, I ask Hippy if he can think of something (*cough* Colony *cough*).
I assume permission is required, otherwise it would be illegal. EIther way I'm not happy about it. First they say it's "a type of creativity that is seldom explored". Try telling that to a moderator at any skin site. Then they use the word "rip" in their pitch as if there is some positive interpretation of the word. A rip is bad, a sanctioned port is good. Is this with a skin you're making or one you've downloaded? If the latter, which skin is it? The shell folder backgrounds need to be indexed color bitmaps to display properly.
The arrow image itself can be changed on mouse over, but the highlight color behind it cannot be replaced with an image. This can only be done on the bottom bar and the places and programs lists at this point. I typically use Koasati's method.
Be sure to delete any .WB4 files and thumbs.db if they happen to be in your zip.
Sometimes you need to push Shift+PrintScreen to capture the entire screen.
