What if races want to build space stations the size of New York? Hell, I bet the Economic and Influence starbases could be quite capable of being floating cities. It'd make my tendency to find a system called Epsilon, build an Influence Starbase around its third planet and calling it Babylon 5 even more accurate, as the original station has a quarter of a million people living on it, and I'm fairly sure that is an accountable value.
On the matter of crossing borders... I am reminded of the Rise of Nations series (I actually live kinda-sorta down the road from the guys who made that, and would love to work there), where, if you are within an opponent's territory, you suffer attrition. Units and buildings that fall within or moves into another nation's boundaries suffer what is called attrition damage. T

?... too expensive? Once its built, it doesn't matter. It gives more points for a single improvement square, which means you can pump more research out of your planets. Unless you're talking about ' Maintenance ', then that's another matter... however, I can't check how much it is maintenance-wise right now.

I recall playing a 1.2 game where I got allied with nearly everyone really quickly and easily, and could have allied with a race that 'nearly everyone' was going to war with, if I so wished.. but instead I decided to help crush them.
I'd rather have an option to prevent farms from upgrading. That'd be nice, too... manual upgrading, or a rationing of food from the farms to restrict population size. Once you get up there in tech, there's a jump of 7 pop units per farm, with no inbetween.
Galciv3 has been suggested to have Tac combat, MP, and at this rate I really wouldn't be surprised if it had carriers, if that's what you mean by a future game. ... I thought once a game was started, it doesn't read from the raceconfig file? All the race settings are stored in the savegame, if you are running from a savegame, as far as I know. Config files only matter during the game/galaxy generation phase, at which point you can modify the files. Unless you actually did see a change, then I am wrong and apologize for being an idiot. It is somewhat unpleasant when the Governors don't upgrade to the Neutrality Learning Center from the Discovery Sphere (or likely the Invention Matrix, as well, but I only know it happens with the Discovery Sphere). The Learning Center is far superior to any research facility, but it only upgrades to them if you have Research Academies already.
