Well it's all part of Steamworks. FE has cards so tehre's no reason why tehy wouldn't make them for GalCiv3. Though who knows what other things Steam might have out by the time the game is released.

Note that 'performance' in a game like GalCiv3 is a very very different metric to measure than in something like BF4. You'd likely need to be looking at several factors 1) 64-bit. Hotseat is honestly a feature of a bygone era. Resources are a zero sum game. "More" is not necessarily "Better". I'd rather those resources be spent in other areas like a multiplayer pit-boss server that's a bit more light weight than Civ5's pitboss 'server'. To me mines are as in "Star Trek" parlance "thinking in 2 dimensions". In space a 'mine field' makes little sense. Simply from an entirely spatial concept the odds of you hitting any kind of actual mine would be close to zero. Even a turret system you could jsut 'avoid' by doing literally anything, going above below, etc. Now what would make more sense would be if a turret or mine field were associated more directly with specific resources/planets/starbases/etc

For #1 Using My Documents for all USER files is now STANDARD. Your save games and user files belong in My Documents. This is especially important sine all WIndows migration tools EXPECT user files to be in My Documents only. Your saves and config files need to be there. ITs 'technically' possible to have a game 1) use steamworks 2) be able to be run without steam running The only game taht has currenlty done this is Larian Software's Dragon Commander. If steam is running you get all the steamworks stuff like matchmakking achievements,etc. if its nto you get a more basic multiplayer thing no achievements.
