I tried to attack a minor race (as a Republic) and despite controling the Senate and having 63% approval, I lost that vote. Stranger still, here's the voting: I (Federalist) got 37 votes. The other parties got 2, 5, 4, 1 and 0. I count this as 37-11. Am I losing my mind?

Razgon, in case it's not clear, Master Lame doesn't speak for Stardock. That might not have been obvious. It's not 100% clear to me how one writes an effective reveiw with a game that's not finished. Nor is it clear who the intended audience is - would I make a purchase decision based on a review of an unfinished product. or would I instead wair for a review that was based on exactly what I was going to buy.
One consequence of leaving the UP is that you give up all your trade. I don't know what happens if the UP votes some sort of ship change and you leave.
Well, if you want to be pedantic, so can I. Why does a ship not in air need to bank at all?

Suppose you were on the other end of it - the Yor are head and shoulders above everyone else technologically, and it's only a matter of time before they can crush you and everybody else like a bug. You can only ally with civilizations if a) your relations with then are "Cliose" and b) they also have Alliance tech. Often, if you are "Friendly", giving them Alliance tech will make them "Close".
The whole galaxy is at peace. The two surving civilizations are trying to out-culture each other: it's Pokemon vs. Coca-Cola. So why is the "war" background music still playing? The last war ended ages ago.

Captain, I think I agree. There is a big jump in difficulty between "Dumb" and "Average". Whether Dumb is too dumb or Average is too smart, I'll let other people decide, but I would like something in between a cakewalk and fighting for my life. Yup, I made a typo. That said, I think that the second best fix would be to round, not truncate. The best fix would be to select the planet class you'll end up with first (on events), and then calculate the percentages accordingly. That way, -19% really means -19%, not -25%.
If I recolonize the planet, it reverts to a Class 12. So the error seems to be in the display of the planet as a 16.
The dome event still has "interfear". There's weirdness in the Earthworms Event. I colonized a Class 16, got the worms, took the good choice at -19 %. (100% -19%) x 18 = 12.96, so I expected a Class 13, not a Class 12. So there's a rounding problem somewhere. (Actually, I'd do it the other way - figure out the planet class *first* and then display the appropriate percentage on the screen. Since nobody wants a Class 12, I then destroyed the colony. Some more "polish". Dreadnought is the more common spelling - sometimes you have Dreadnaught. How does one remove a governor from a planet and go back to "manual"? It's not obvious from the details screen. (The workaround is to have one governor have no projects and assign him - but that's kind of a kludge) Are Combat Transports (which also appear as Battle Transports) really supposed to have the highest defense of all ships? Red- I think the UP meets as often in turns, but late in the game, because you are managing so many more ships, planets, etc. it seems less often because each turn takes so much longer. Good civilizations have a white border.
Two more polish comments: 1) If you invade a system that is on the verge of rebelling (showing the deaths head icon), the deaths head remains, even if morale is 100% and you have most of the influence in that sector. 2) "reasearch" should be "research" As far as performance, I just had a long war with the Drengins (who attacked me as soon as a Yor world defected - I believe the the Drengin and Yor were at war at the time), and even with hundreds of ships, things were p

I think I agree with Jack. Any sort of "instant loss" on something that is peripheral to the game's main point will turn people away. The only change to elections that I think might improve game quality would be a more European system. If you don't have a clear majority (not just a plurality, which I believe GC does now), you need to form a coalition government with as many parties as it takes to get 50% plus one vote. One thing that is a little odd is that the AIs declare war too early (in my opinion). If I have transports and defenders around my worlds, and they have a couple of starfighters, they'll gleefully send them to their destruction. They'll also attack me wherever and whenever they can, rather than pick a single world and try and take it. (AI set of Average)

OS/2 ran fine on my 1.4 GHz Athlon. Graphics card was a Matroc MGA400. Video wouldn't be a problem with SciTech's SNAP. Audio might be.
Master Lame, you are making a big assumption in your planning - that wars are only fought for territorial conquest. I just fought three wars with the Arceans, and not one was about territorial conquest. They were about resources.
