An even odder thing just happened. The Yor just gave me some starships for use in my war against...the Yor.
I just had something similar - the Carinoids have just given me starships to conduct my battle against the Yor. Neither the Yor nor I have heardf anything about this war. The only species I am at war with now is the space monster. (Who in my last game managed to take over the entire Yor Collective!)
Instead of Star Ranger's diminishing returns, a simpler solution would be to limit each species to (for example) one Satellite Waterpark and two Shopping Districts per sector. That means that you need more constructors per unit influence as you build bases. I'd also like to see Starbases for sale in the Diplomacy screen. Then one could bribe one's way out of cultural expansion.
Also, "less than 50,000 colonists" is incorrect diction. It should be "fewer than 50,000". Something to think about in the rewrite.
I miss the Excaliburs too. My military strategy has always been to have a moderately powerful but highly mobile force. That's hard to match with the existing ships.
I'm with Lucky Jack - I would like to see any "limitations" on Starbases within the existing game framework, not imposed by additional rules. For example, we can all agree that a smart alien civilization is not going to like having a flotilla of starbases shilling McDonald's and Coca Cola in their territory. So what can they do about it? I've had the same experience with invading Pirate worlds - it crashes all the time. About all you can do is start building starbases.
I've never had that trouble with attacking. It sounds like you are using autopilot. I've always attacked by using the arrow keys to move my ship onto an enemy ship. You might give that a try. As for #2, you start with 1000 bc. Use them. Go into deficit spending and build as fast as you can. If yoi need more money, you might consider trading technologies with an alien race. Of course, the trick here is to make sure that same tech is not used against you!

What does it take for a cultural victory in 3E? I controlled 120 out of 121 sectors. I would have thought that was enough!
I get a crash if I try to invade a particular star system (owned by Pirates).
It is difficult to get a feeling for 3E with the Minor Races filling the galaxy. Essentially, they are the major races, but you don't get the UP, the intelligence on their fleet size, etc.
I also liked how the different civilization's ships tended to have a common "theme" to them. Even in black and white, one could tell a Torian ship from a Drengin ship from an Imperial ship from a Yor ship. While the new GC ships look nicer, that thematic look seems to be gone.
I'd add that the minor races need to be toned down a bit. Otherwise, they quickly become the major powers.

There is another strategic problem with this, though. If I want to attack some helpless alien race, I don't want to be allied with anyone else when I do this. Otherwise, they might surrender to them, not me. So I might not *want* an automatic alliance with one of the alien species. I'd prefer to stay "just friends" and remain at "close".
I just got the same thing. Looked like I was about to acheive cultural victory, and suddenly I had a military defeat.
It would also be good if the background music stopped when other sounds are going on. For example, the birds chirping in the planet screens, or the alien empire theme music when talking with their ambassador. Hearing both songs at the same time can get really annoying.
One issue is what to do when a race decides to ignore a UP ruling. Does that cause a trade embargo? A ware with the other races? Loss of influence? Something else? Another is the issue of the UP and war. Can the UP tell two warring planets to knock it off? (I'd like to see this option in plain old diplomacy as well) Finally, I would like to see the UP used by the weaker races to keep the stronger ones from getting even stronger, all in the context of the UP not being allo
One could (and perhaps should) also consider this when a planet rebels. If you have captured a planet from the Yor and it rebels, it should (perhaps with some probability) revert back to the Yor. Maybe even if the Yor are gone - then it could be "The Popular Front For The Liberation of The Yor" that has the system. Planetary Clensing technology may prevent this.
