Planets should be able to build scouts, survey ships and colony ships imo; non-combat ships should be an exception, not just constructors. At the least, give us a starting constructor so we can build a shipyard on turn 1

You're sort of crazy DARCA, I like that. But I have to disagree here; the "ice cream parlors" will significantly reduce map clutter, make the map more intuitive and reduce micromanagement. You should be defending your planets with mobile fleets regardless.
S hipyards need to be able to produce multiple ships per turn if their input exceeds what is necessary to produce a ship; we need swarms of fighters, which are useless when facing like numbers of heavier units. Please, this one change will make sop many balance issues from GCII go away.
Considering that a pocket universe features prominently in the main story, I don't see why this couldn't be included. Maybe they could contain things like Rainbow worlds from Star Control? Strange worlds filled with valuable stuffs.

This is like the anomalies in GC2 that gave your ships experience; only your survey ship got the experience and the HP (lol, useless), because apparently the captains burn every artifact they get their hands on. They also run auctions in the middle of deep space, and regularly find coins worth a billion dollars.
