The problem is, the pathfinding is too simple to account for wormholes (seeing how space has no terrain). Once you give a ship a destination, it moves diagonally toward that point until it has either the same x or y coordinate. Then it moves in a straight line to its destination. As is, pathfinding doesn't even take into account the +Speed starbase modules, most likely because its a greedy algorithm.
Daetrinn, the defending rule applies only during the starbase's attack phase. On its defense phase, it does nothing to attacker if it rolls a higher defense. And if you're going to put +Attack modules on a starbase, you might as well put on Defense modules to protect your investment.

Umm... How long would it take to wipe out all life in the galaxy? If I remember correctly, the particles spewed out by fusion reactions can't reach speeds greater than c (not including relativistic effects). And in GalCiv, we're dealing in distances of lightyears. Novae are not caused by fusion. They're caused by part of the mass being ejected or in some way disturbed. And only Type II Supernovae have hydrogen in them. Type I's have elements which produce much less energy when fused.
Another problem is the fact that sensor bonuses don't apply to system based sensors. Its really annoying when your fronter worlds can't see very far unless a ship moves out of orbit or you build a starbase.

Starvald, according to the game, TS's work by short circuting solar fusion. That means all of the hydrogen is gone, resulting in elements 2 - 60 (helium through iron). But you could use those to make a new planet.
Mods are separate files you place in your Data directory. If you don't want to use that mod, move it out of Data to some other place. The progress bar that appears when loading or starting a game after starting GalCiv is when the data files are being loaded (only done once per session). Adding in a feature to select mods would mean that data files will have to be reloaded for every load or new game, and it would be a pain to code.
I think they should also get the bonus from the +Attack modules. Here's what its like now: Lieutenant: "Sir, hostile Yor Battleships inbound." Starbase Commander: "Very well. Raise shields." Lt.: "Shall I prep the Dread drones and Fusion cannons?" SC: "No, I'm confident the shields will destroy them." Lt.: "Sir, I'm not one to question your orders, but isn't this suicide?" SC: "No Lieutenant. We are to save the weapons for a real emergency."

How about making Corvette Technology a pre-requisite for Battleship Technology? According to the description, the BS uses photon torpedoes, but there's no link between it and Photons. Disbanding a ship that's in orbit returns a percentage of its cost as BCs (get some good out of finding ships that have become obsolete). Sometime soon, the mods in the Library will be split into certified and uncertified sections, so you will know which ones will not screw up the Metaverse. Since they are separate data files, they won't mess up other parts of GalCiv.
One problem with moving almost all of your population: While in transit, they aren't taxed, so you lose money. If you move 100 million people to a new planet, you make 5 BC with 33% taxes (which is, coincidentally, 5 BC more than before they were moved). So a bunch of decent planets can be better than a single high quality planet.

Having a negative Espionage stat (Technologist party loses Senate to Mecantile party) sets espionage for all races as a really high number.

Maybe you're being destabilized? Also, there's a UP issue about a celebration, and you vote on how much money each empire should donate. Donating nothing causes morale to drop. If the morale's around 50%, you're fine. And a tech chart is on JavaScout's fansite.
