Do a search in the strategy forum for MASO strategies. These strategies work well for all game difficulties. Your political party and start up modifiers are crucial. You should pick these to complement your playing style. For levels below MASO I like lots of social and military production as well as diplo. For MASO I like lots of diplo, influence and morale. There are many picks to choose from, these are my favorites.

I build esentially the same things but my build order is different. soil, banking, manufacturing, habitat, fusion, research, entertainment,antimater, news,exchange,embassy,multimedia,stock exchange, culture exchange, teleporters, terraforming, trade center (if I am goody 2 shoes) This build order works for me because it is the way I research techs. I find that I am building my morale buildings about when the planets start having morale problems.
I agree Matthew, when playing MASO I do not sell techs but trade them. My strategy allows me to stay ahead in techs and get 95% of all trade goods and wonders. I think I am able to do this because I play small or tiny maps. I usually only miss out on the Tri-Strontium Steel trade good. The AI seems to love building it. I have a 50/50 chance of missing the Eyes of the Universe Wonder as well. By the time I have all of these TG and wonders I may be slightly behind
Starting the game with as much diplomatic and influence bonus as possible will help get the AI to like you. That by itself is not enough though. Set up trade routes, trade techs for cash or techs for techs. This will get them to like you and provide you with cash. Try not to trade any diplomatic tech to the AI because you want to keep that bonus as much to yourself as possible. The AI will eventually get it but the goal here is to keep your diplo bonus higher th
You get a larger score when playing on larger maps. Also your score is affected by the difficulty of the AI. The max score currently possible is 60K. This is for game version v1.21 and AP v1.51. This may change sometime in the future but I doubt it. Stardock is concentrating further develpment on new games.

When playing crippling it is much harder because the AI doesn't pay much for the techs. It is important to get Diplo so whether you build it, buy it or trade for it you should make it a priority to get it. If you are new to the game you should know that if you trade/buy a trade good you get the bonus
One important piece of the puzzle ... The AI will not normally trade ship techs to you on your terms. What I mean is ... you will rarely be able to afford it when playing crippling/maso. On the other hand, the AI will sometimes offer a ship tech for some simple tech like drones or advanced DNA.

I have been playing v1.51 AP MASO small/rare/tight lately and I have been trying a different tactic with great success. I start with the research party and then load up diplo 60, influence 20, morale 15. All AI on and set to evil. My goal is to go good. I usually have 2 - 3 planets starting out in this game. AP v1.51 I have also noticed that discovered anomalies are still disappearing when you do a reload.
AP v1.51 the auto survey still seems to be broken. With music turned off and sound turned off there is still sound in the diplomacy screens and I think also during colonization. When I have sound turned off I would like it to be off.

I have never seen an AI terror star and I have almost 200 games. Having said that the majority of my games are tiny/small. The games are usually "over" by the time any AI gets Terror star tech.
My last game was very interesting. I played Tiny/RARE/Tight/MASO on AP v1.50 with all AI on. My starting sector had earth with PQ19 and 3 other major AI and 1 minor AI. The next sector had a PQ15 planet which I grabbed. I was really unsure what would happen with this game because I never had a start with more than 1 AI in my home sector and now I had 4 of them. I like to flip minors but it is very very hard to do. I like their planets because the PQ is usually good and they build everything. When the time is right I will usually hang an invasion force outside of the minors planet. I will then bribe an AI to attack them and once the minor has been beat down, invade. Then I will transfer as many colonists as I can to that new planet. The benefit is to keep my population exploding across all my planets. Repeat until
One other thing, my games usually take me way past the 2190 date. There is a chance that I am a little faster on my games but I would not attribe that to a higher score.

terror stars loaded up on culture can exist next to each other or stacked like ships. I like the 3 terror stars fleet that roams by occupied sectors. FLIP FLIP FLIP how sweet it is. Minors can be flipped but it usually is hard to do. I find that minor AIs that come into the game late are almost impossible to flip. My strategy when a minor AI appears is to attack with 1 transport as soon as possible.
Basically you have to get research every tech that is available. There are some techs about 3/4 up the tech tree that give research bonuses. There is the NANO Trade good that will help out. Getting the tech victory is typically the longest victory in turns to get. Other victories are much shorter.

In the begining of a game when I get the trade technology I will typically trade with close AI but at the same time send a Freighter out to the furthest point of the map. Once the frieghter gets there I would shut down the trade route that makes the least amount of cash. Trading tech or cash for a frieght
