Try posting this problem to the v1.21 and AP v1.51 thread as a bug report. I have seen this as well.

Tech, I have never noticed that spending social money on nothing gets translated into population. I think that on my next game I will try a little test to find out what happens to that money. There has been discussion that the money goes into a pit never to be seen again.

There are several strategies that can help. Here is a basic one. Pick a political party that has some social building. Some other picks include some diplo, more social building, maybe some research. Make the map medium\rare\tight. Play with all AI turned on and set them to the same intelligence. I find that more AI is actually easier than less. Set your spend to 100% and play with your tax rate so that your morale does not drop below 100%. You will have a negative income fo

I play small maps and it takes me 2 hours to be play a game. I have to win via military because on a small map an alliance win does not get you a lot of points.

In the early game you can't get strong enough to take on a MASO head to head. You have to wear them down by having them fight eachother first. Then you can strike and take them out.

Just the other day I set up a normal game and the played offensively the whole game. I never traded for techs. And my starting picks were geared to production and morale. I never bother trying to trade for military techs. If the AI offeres a trade that includes a military tech offering to me I will usually take it. My MASO games are not very militaristic (is that a word?) ;)
Actually once I figured out how to beat the AI with diplomacy they are all fairly easy. The Dregin and the korx seem to be the most agressive in my games. I have found that the minor AI bargain almost as hard with the alexians being the easist traders. The AI never complain if you park offensive ships outside thier planets and they seem to avoid starting a war with anyone.

If you have a choice, go with AP. You can turn of the 2 new AI if you do not like them. AP gives you a better score.

The strategies are months old. So be patent when looking. I do not play MASO on anything bigger than small right now. Here are some tips that should help you with a new game on huge/giga

After you have reached advanced there is a chance that you might steal some technology from the AI. Of course for this to work they must have some technology that you do not possess. I usually do not use espionage because the cost does not balance the benefits.
The AI has some flaws. You are right, the AI should never put its planets in jeopardy like that. At this point you can either exploit that cheese or not. I think that they will not fix it until Galciv 2.

They have v1.20 as a download. That is probably a patch. Can't you use stardock central to do the rest of the upgrade to v1.21 ?
I have not seen the anomolies return even after a reload. Auto survey still doesn't work. I like auto survey and it is very useful. It would be nice to have that feature working again.
