Yes, this is especially important when you use one of those expensive invasion tactics. With a fleet you only need to pay it once. Unused troops will be send back to their ship. i.e. when you attack with five ships with 1 Mil each and you loose 1,5 Mil you will have 0,5 Mil on the starsystem and three ships left over.

You can trade for influence points. But what are they good for beside voting power in United Planets? Do they have influence on the sector influence? Do they count for Metavers points? Is there anything else related with them?
The most important point is to get all of the influence ressources. Since you can't get them all during the first colonization phase, keep constructurs lurking nearby to grab them when the alien starbase get war victims. You can force that process by trading AIs into war and gifting capital ships positioned near by the starbase. When this does not work I trade for them. It costs a lot but it's worth it. I do it when I start my cultural offencive. First I build my own

It works very well for me in AP. What are the influence sector values after a few turns after building the starbases? Even with a difference of more than thousand points it can take a while when they have high cultural resistance.

Rally points should be movable. This would be a great improvement. e.g. when you build starbases you could assign a group of planets to a rally point and send all constructors to your destination. Research costs should be calculated correctly. Currently to show the remaining month the free research of the last turn is used to calculate the values. Correct would be the free research of the current turn. This is a bug fix but nevertheless one of the most wanted features for me :) A good enhancement would be to show the total cost of the tech and a visualization via progress bar.
This is a misinterpretation. The value in the stats page is cumulative, i.e. it's all they spend in the hole game. Not only in one turn.
To get the AI into war check the military graphs on the right. Trade techs to the first AI to attack the second and the third. The other way round will not work! Keep that in mind when you trade techs. You need some left over for the strongest AI. When I still have techs left I check what else I can wreak havoc ;)
After Universal Tranlator I usually don't research any of the technologies you mentioned. The AI researchs them anyway while I'm building - 1st Colony Ships until all stars with planets above 15 in range are covered. - 2nd Soil Enhancement and Constructors Reseach something else the AI does not have like Nano Electronics or Invironmentel Control and trade this to the AI. The trade aspect was discussed several times. Since the modules are only active when the mini frighters are in the same sector as the starbase it is not easy to use the trade boost. Since the mini frighters do not use the same path on the way back when the two planets are not on the same horizontal or vertical line of sectors (i.e. in the same column or line) and the amount of starbases is limited through the logistic costs I know only of two main trade starbase tactics.
