You can also reject the deal and then make a counter offer for something else. The minors really are a good source of cash. Trade tech for cash, or tech for tech plus cash. There are many good deals to be had using the minors.
I would still try to take out as much on one turn as is possible. The more you take out, the less they can respond with.
