What are you smoking? Skirmishers and Enforcers are anything but "bread and butter ships". They are each the weakest of their type across all three races. Falling back into mine traps also pretty much only works on the AI and morons. The Ruiner is also of fairly limited use on the offensive - flakks will tear down the mines before they can activate and scouting will prevent running into prepared traps. I admire your idealism though. If only things worked that way...
The United States Navy, that's who! The Nimitz class supercarriers have very little in the way of shipboard weaponry. They have a few surface-to-air missiles to take down enemy aircraft, and they have a gun system network and a missile system network that are each designed to destroy incoming missiles... in SINS terms they have a few flakk batteries. The root of the problem IMO is Reintegration - they can't figure out how to balance it, and it's mucking up Skirmishers and Enforcers. One thing that always bothered me about Reintegration is that all it does is basically prevent further damage to the ship in combat, or make it die more slowly - but it also takes it out of combat too by disabling the weapons. But rarely does it ever actually save the ship in question (as it's being focused on already anyway). So, the way I see

Honestly, I'd vote for good old fashioned developement. About 10,000 years prior to the date this game takes place, the Vasari ruled an empire spanning "countless" worlds, and only a few of those ever presented any challenge in the conquest. That says to me that they were far more advanced technologically than anyone else in their area (the galactic core, apparently). Yeah, I went off to some navy and navy oriented websites and looked up the crew components the other day... It's insane. I had no idea that an aircraft carrier was basically (almost) a self-sustained military base on the water. I never really thought about all the support personel that would have to accomodated before. As for the robot bits, that's probably why the crew numbers are less than you'd expect - automation. Also about the Jarasul, I would assume the 15,000 crewmen they list
I'm pretty sure the crew numbers listed are "full combat strength" for the ship in question. I have no doubts they can be run on less (skeleton crew), and that they can most likely accomodate passengers and/or extra crew. As for the Vasari ships? Look closely, even the Kortul has little tiny windows and what not on the insides of their wings, and the Vasari colony frigates have small "skyscrapers" on them too. There are some pretty good horror stories involving experimentation the USA supposedly did with teleportation devices... The Russians are an historically great people, and have the second most advanced space program in the world today. Some technologies are beyond reverse engineering due to wildy different base technologies. For instance, the Advent use psionic tech that the other races could simply not replicate (well, humans could after centuries of drug induced mutations...). The nano-tech of the Vasari probably has safety protocols within it to hinder study, and on top of that - the level of nanotech they employ is far in excess of the TEC/Advent's abilities, they couldn't understand it at this point.
