The advisor meant that until you have encountered a ship of an alien race, you can't have relations with that race. But once you encounter him, you can destroy the ship (thereby declaring war) or you can trade with that civ, etc. I'm pretty sure that the choices that you make when the event window pops up after colonization only affects that colony.

If you count in billions and apply the fibonacci sequence, which has been used to model the growth of a rabit population, you can get above 60 billion in 11 years. Yes, there are a lot of spelling errors, typos, grammar mistakes, etc, but those are the least of our worries. :) We'll run the input files through a spell checker before the game is released, so there's no need to report things like this.

Dominic: if you hit the button between the two arrows at the bottom of the planet data screen, you can change it from the planet view to the system view, so that you can see other planets in the system. Also, if you click on a planet in the planet list, it should center on that star system. Hope this helps at least a little for now.

Well, for number 2, it's probably being caused by the mouseovers on the ships in orbit. It doesn't give up focus easily, but I'm working on that. The only ships that will be selected by the Find button are ships on the map (not orbiting) with moves left, that are not on autopilot, and not on sentry duty. I think that there might be something goofy with the way the ships are being de-orbited, so I'm looking into that.

The better a planet is, the better its morale is (all other considerations aside). Population growth and production is affected by morale. I think that the highest that you can get to right now is a class 34 planet.
